Yes but I think it is France only, so it shouldn't be in core but in
french localization imho.

I'm always asked an address when I ask an invoice.

I guess they are different for historical reasons, but your comment is
interesting. Nevertheless I don't think you can export goods with a
cashier ticket only.
Usually when you take away goods in a retail shop, it cannot be VAT
excl. You have to fill a form for customs when you pass the border
with the goods and you will get your money back.
