FWIW, to address this issue a few weeks ago I created a simple clone of the Purchase report with the process removed - the user has the choice of "Purchase" or "Purchase (no prices)". The first is used where we are simply asking the supplier to confirm that prices are the same as when last ordered, the second is more of a traditional RFQ - for example trying to get a more competitive quote from another supplier. The use choses which is most appropriate in each case. Simples.
