The point was meant for multi-tenant servers, services are set-up
according to dependencies they need.
If a user requires two services at different versions, they will
probably be served by two separate servers.
For what you mention, the Tryton project has a policy and an
integrator may choose to vary. But the more flexible you get, the
better you face unexpected cases.
