Someone has changed your swup.conf to point to 2.2, and swup has
upgraded the boxes as specified. I think it's as easy as that.

If I was you I would simply make sure everything is updated to 2.2
packages and then make sure the system works, since 2.2 is the latest
stable release, and have a longer lifecycle than 2.1.
