So that if I happen to know where your box is and one of the lusers on it (say root) I can do a denial of service attack? A more clever aproach is to make login slower and slower, not disable the luser. That way you make an attacker impatient and hopefully give up the dictionary attack. Sadly, I'm not aware of a solution like that.
