I don't see it as a problem since Apache restart is
quite fast.

You can do "swup --list-upgrade" or "swup
--list-upgrade | grep php" and check if you have new
PHP packages. If yes do "swup --install php" first.
Thus PHP will be installed. Then do "swup --install".
