If you have not noticed that PHP gets upgraded without restarting apache
_after_ the PHP upgrade, then I bet you either have not been watching as
closely as you think, or you never upgraded PHP :)  I assure you that
when I reported this issue, it happened, or failed to really.

The actual issue is that the act of upgrading PHP doesn't actually know
that apache needs to be restarted.  I guess it depends on how you define
"needs".
