Is the second NIC the same model as the first? Otherwise perhaps you need to load a driver (module) for the card? What does dmesg say? lsmod ? And what does ifconfig eth1 say? You need to add the ip info for second NIC to /etc/sysconfig/network-scripts/ifcfg-eth1 look at ifcfg-eth0 as an template.
