Dear Steve,

Normally if there is no fan then the CPU will stop automatically to 
avoid any major damage. It seems that you need to check the FAN 
connection to the Mother board first. If the connection is fine then 
please change the FAN which should cost $1 in some cases except if 
you have higher specs.

You sent no specs list so I assume it's normal CPU not slot or/and 
server, anyhow please note that you need to power off the complete 
computer and take all connections out when you dealing with MB. On 
the other hand if you r not expert then please avoid any touch with 
the mother board directly by your own hands.

Take the fan out and buy a new one, you can get it for free if you 
they have an old computer. Please note that some cases doesn't have 
enough air and you need to provide good fan system to avoid heat.

The best choice is to go for the technical people to avoid any 
damage. But it's very easy to change the FAN and it shouldn't cost 
that much.
