That sounds right to me. Why wouldn't this be in the HTTP WG?

FWIW - the HTTP over SCTP paper has issues, notably the claims about
SCTP avoiding TIME-WAIT. If anyone bumps into them or knows where that
discussion is happening, it might be useful to point them to the recent
thread on that issue on this list.
