The addresses that I'm thinking of keeping track of would be those on
the home side, for all the machines behind the device. NATd or not,
doesn't matter - it's the same problem.

Think of it this way. You have a home gateway, and your Tivo goes
berzerk with UDP packets to the Internet; you don't want that starving
out your laptop's email, or anything else.

This is less about being truly 'fair', since any fairness scheme can be
gamed. It's about preventing starvation...
