I used Cygwin only to get the mtimes of the files (using the stat command), as 
the Windows dir command doesn't show this information.

I'm using the latest win32 release (http://gittup.org/tup/win32/tup-v0.7.3.zip) 
running on the vanilla Windows command shell.
