You may want to look at these threads discussing the birth of the ConditionalValve. One of our goals with T3 is to keep the pipeline definition as simple as possible -- what you have seems to cross the line of programming in XML. If possible we would like to avoid the complexity (and performance problems) that cocoon sitemaps have.
