Why not have the dependency tag point to an external descriptor that
defines the project you are dependent apon, eg
<dependency>
<mirror>http://jakarta.apache.org/maven/descriptors/</mirror>
<name>jsse</name>
<type>required</type>
<version>1.02</version>
</dependency>
Then the descriptor for jsse only needs to be written once.
