Thank you for your help! In a little tricky way, but I managed to create 
an account and log in.

The method is (a little HOWTO ;-):

1. Create an account at http://nagoya.apache.org/scarab/issues

2. If you get:

Alert!  Sending failed; nested exception is: class
javax.mail.internet.AddressException: Missing local name

use "Forgot your password" link.

3. You will get an email with the password. Try to log in. You will get:

   Alert notification Alert!  User is not confirmed!

But there will be also a button "Resend code" for confirmation code. Use 
the button.

4. You will get next email with confirmation code - follow instructions 
in the email and you will eventually "get home"!
