I am not sure why you would be looking for constraints.dtd, but will
assume it is something related to a difference in tdk and latest turbine
code. You will need to be able to locate database.dtd and the way to do
that is to make sure it is located in your classpath (outside a jar).
The other simple way to avoid this is to remove the doctype xml info at
the top of project-schema.xml and/or intake.xml, but of course then you
lose the validation which can point out some syntax errors.
