Character encoding

Sorry if this has been discussed before.

I have forms that may contain UK charset data such as the GB pound sign. How can I use 
setCharacterEncoding to read these chars
properly? At the moment they come through as question marks. I don't know the UK 
character set code either.

Any help is much appreciated
