Hi there I have also successfully deployed Turbine/Velocity on Orion. - which Orion version did you use for the deployment? - did you managed to make any changes to the classpath specified in various Orion's xml files?
I only tested it out with a single web application on Orion. So if you got different web applications and using different Turbine's version, just be careful on that.
