thanks very much for your help.
what I did was that I changed the web.xml in
...plugins\maven-cactus-plugin-1.2\plugin-resources\conf to add the doctype
and changed the structure of my turbine app to be as follows:
/src
/java
/schema
/test-cactus
/webapp
/logs
/resources
/templates
/WEB-INF
/conf
/web.xml
and now it works, thanks again
