Yes, I agree. However, you could secure it by leaving it to the developer to do a
roles/permissions check in the action. But then you
have to worry about the possibility of executing the action more
than once and starting the same scheduled job at different times.
This is ugly and not simple enough for the developer/user.
Anyway, I've been working on an idea that's along the lines of what you suggest - new
module/interface. I'll post details soon.
