It is easy to create a file in jdk1.2, when I was writing the Log class, I
was using the 1.2 version.  Since we did not want 1.2 code in Turbine, I
changed it.  It was not immediately clear to me that you could create the
file in 1.1.  I do not have time to work on this now though, feel free to
fix it.
