No.  At times (once or twice) Jetspeed made controversial modifications
to Turbine and was distributed separately as a .jar.  This isn't the
case anymore and you should be able to use the CVS version of Turbine. 
Note that the supported version under Jetspeed is tagged as
"jetspeed_1_0"

When developing Jetspeed I usually stick to a stable version.  I am
running on a Turbine from like two weeks ago.  That said you can
checkout from CVS and run Jetspeed under that but you are not totally
guaranteed it will work.  If you have any problems please post a diff.
