When I tried WinCVS I found it was a bit quirky.
(From memory) you need Admin->Checkout. I found this menu entry was
often disabled and I had to muck about with having something selected in
the left 'Modules' view before it would work (YMMV). Then you'll want
to type 'turbine' into the 'Module to checkout' edit box.
It should all get more intuitive from there ;)

WinCVS bases its UI very closely on the functionality of the 'cvs'
command line client. I'd read up on command line 'cvs' anyway, even if
you end up only using WinCVS. http://www.cyclic.org is your best
starting point IMO.
