Put it in the Server Root Directory and reference it like this:

<img src="/QMetrics.gif">

If you are using WAR archives, you can do something a bit cooler...

Assume you have a directory in tomcat/webapps called: "coolstuff". Put your
.gif file into tomcat/webapps/coolstuff.

Then, to reference that image, it would be:

<img src="/coolstuff/QMetrics.gif">
