yes. maybe we can define that in the web.xml file.

if we are going to do that, then lets get rid of the WEBAPP directory and
move the templates one up a level. the reason is for finding images. WEBAPP
implies more than just templates...it implies images and people have enough
of a hard time finding where the docroot is, lets not confuse them more by
putting things into a WEBAPP directory.
