What is this? Is this what English-speaking people call
Pig Latin? Is it supposed to sound like Latin to English-
speaking people? (it doesn't to me, but English is not my
first language...)

Yes, it is, and to English-speakers it does sound vaguely like Latin.  I
think
it's the increase in average syllable count and the proliferation of vowel-
ended words that makes it work, along with some aspect of the resulting
rhythm of speech.
