It would also be good to run unit-testing within Ant prior to rolling
distributions so that every dist at least passes the unit-testing.

yeah... I know :)

It is an artifact from the original jakarta-tomcat contribution.  Moo
and Ant were tools used with Tomcat.  Moo is in either the jakarta-tools
or jakarta-moo CVS.  There aren't any docs or examples and I think it
has been dropped.
