Ok, I have sent a message to the Jakarta PMC (of which I am a member) to see
if I can get the ball rolling. I don't necessarily think that going with
whatever everyone else is doing is a good idea because I don't agree with
all of the things that other people are doing in other projects.

I'm asking that the Jakarta group create a document (within the PMC so that
we don't spend a year on this issue) that specifies the directory structure
and then we all follow that document.

I hope this starts to get a resolution going.
