Actually, if you look at the directory structure under tdk/dist/tdk, it's
basically a Tomcat distribution. The main idea behind the TDK is that you
download and un-pack it, run newapp, and execute bin\startup to start Tomcat. No
need to download anything else. Obviously, we're not all the way there yet, but
it's getting closer.
