Ok, found it. You are not going to believe this... I had
WEB_INF instead of WEB-INF in

  services.TurbineTemplateService.template.path=/WEB-INF/templates

Sorry for the trouble... The file in CVS is Ok, since it defines
/templates as the directory for templates.
