Each of the loaders add the package org.apache.turbine.modules to the
search path. This generally leads to it being added about 4 times with
the old loader system. As I noted earlier this could be fixed, but
should not be an issue since the only time you would cycle through all
of them is when the module did not exist and this would likely be a
bug. But a hundred is probably excessive.
