New Torque

Hi,

I'm ready to add the new torque goodies to the turbine tree.

I have asked jon to blow away

conf/torque
org/apache/turbine/tools/*

and I will replace them with a new

conf/torque

and

org/apache/turbine/torque

If anyone has any problems with this let me know soon :-)
