I've taken work done by John Thorauer amd extended TurbineSchedulerService
to create a scheduler that initializes the jobs from a properties file and
doesn't store the scheduled jobs in a db. Still testing, but in case others
would like to check it out. The only change to the current scheduler
service is to make datamembers protected instead of private so the class
could be extended. The patch and new service are on:
