Restarting Tomcat works - thanks jon.
Retouching the classes does not reload the class loader - probably not
working yet as Randall
pointed out earlier.
Also I found out that the TemplateService will cache the
layout directories only when accessed. To add a new screens directory, I
have to create the new layout directory and the
layout template (Eg Default.vm) before accessing it.
This way I don't have to reload TOMCAT.

Did you restart Tomcat when you did that? You *might* have to do that since
I believe that the TemplateService caches the directory structure for speed
reasons.
p.s. If restarting Tomcat solves that problem, then another solution to not
restarting would be to get Tomcat to reload its classloader by "touch"ing
one (or more) of the .class files within the WEB-INF/classes directory and
waiting to see the Turbine Services reload...
