No. It has to do with configuration in the server.xml. You need to
explicitly configure it to do class reloading. It probably just isn't done
yet.

Ah. Good point. Maybe we shouldn't attempt to cache empty directories. If
you would like to provide a patch to fix this, it would be very appreciated.
