You would not implement an action that serves files, you would implement a
screen.
The TDK examples directory has a FileServer.java screen.  
This example should be updated to extend
org.apache.turbine.modules.screens.RawScreen, look there also.
We do this for images from the database and serving up dynamically build PDF
data.
