The turbine.jar packaged with jetspeed 1.3a1 is based on a Turbine CVS snapshot
of early December. There have been several changes in both Turbine and Jetspeed
in this time so I'm completely surprised your Peer test does not work (the
error you get looks like a TR.p configuration change BTW).
I guess you should better try with either both latest CVS snapshots or with the
Jetspeed packaged turbine.jar.
