Hi,
I committed a candidate epydoc API generation doc.ini with a simple
usage readme.

I am new to epydoc but its usage is pretty simple.
.
I found epydoc is possible to use rst as doc format. (check [3180])
And it has "epydoc --check" command to check how many doc strings are
needed in module.
