I'd suggest comparing the time of the ticket's first report and the time
someone asked for feedback.  On the ticket I gave as an example, there
was a gap of almost a year between the initial filing and the first
response (which helpfully consisted of "is this still a problem?").  I
don't know how pervasive this is, but it certainly explains why I gave
no response on that particular ticket and I'm sure would explain the
silence from many others.  The problem is almost certainly moot for them
by the time the first response comes in.

Most projects that I've kept track of in this regard typically have one
person who is the default assignee.  That person is responsible for
delegation of the task to the appropriate maintainer.
