Both will happen with some of the developers focusing more on TG2, and some more on TG3. Even TG1 is still maintained.
We're currently trying to rebuild the project infrastructure (tracker, repository, website docs, egg-basket etc.) which is still running on an old server and has never caughed up with all the changes like the TG2 branch, mercurial (and now git) repositories etc. The idea is moving as much as possible to SourceForge and use a new server for the rest (like continuous integration), but it's not as easy as it sounds since the API of the new SF tracker is not documented and we must solve things like e.g. mapping the old Trac users to SF users. So it's currently going back and forth between us and SF staff and that's taking time.
Once the new infrastructure is set up, it will be easier to get people involved via the issue tracker.
But what we also need is better coordination and loadbalancing of our efforts. I'm thinking of people who are willing to be responsible for some concrete aspect of the project in the long term, like "ticket manager", "docs manager", "release manager" and "website manager". One project manager alone cannot handle everything in his spare time.
We also need some place where we document the current status, responsibilites, release procedures etc. Particularly, I'm tired of answering questions about the status of the project on the mailing list every week. It would be so much easier to just refer to a wiki page. In TG1 we used the MoinMoin Wiki for that, maybe we can use the SF wiki for that.
