That is a good question and I don't think there is currently an
official answer to that.
I was indeed thinking that some changes like the fix to doctype
management and multipagination would make sense in a 2.1.5 bugfix
release.
It can make sense discussing if we want to push out a bugfix release
or not before 2.2
