I believe that depends on the expectation of the user. I find TurboGears fits my expectation nicely and I don't think it is in its infancy. It is quite an usable framework, even at its 0.5 stage.
It is not what Visual.Net/ASP.net provides(which for first time web developer is much easier but a nightmare as the things got complex).
