Run MySQL-python-1.2.1_p2 "setup.py install" and the error requests the dotNET SDK (SoftwareDevelopmentKit). Searching the Python 2.4 problems you find the Windows Binary version of Python 2.4.x was compiled with Visual Studio 7.1 and in this situation looks for an integrated compiler included in the SDK of dotNet. But why? I agree on the surface it makes litttle sense!
