I think a bookmarklet and something del.icio.us-like would be awesome.
Let people write summaries, rate threads, and tag them (though, how
tagging would fit with ML summary emails, I don't know... I'd make
that part a low priority).  Then the ones that bubble to the top
within the week can be included in the summary email (and they'll
already be summarized).
