Alberto: Thanks for the input.
To start with, I remember trying to use the FieldSet for this earlier but
didn't know how to validate it.  What would the syntax look like if trying
to validate multiple FieldSets?  And yes, this is all validation going into
1 method.

Also, I'm passing the TabularFields instance to the validator and not the
WidgetsList.  They are both named the same (probably not a good practice,
but this will be refactored before production) except the first letter is
capitalized on the WidgetsList.

If using a FieldSet is the 'turbogears' way of doing this, I'd much rather
spend my time getting that working.

The problem is that only the first two of them seem to do anything.  If I
put them in a different order, it will always validate the first two only.

Phew! Interesting way of using the validate decorator... :)
Are you stacking the 4 decorators to the same method?
