You don't have to move email accounts in order to direct a domain to another IP for web service. Yes you need to change DNS settings, your only alternative really is a php proxy script which I think would probably cause more problems than it would solve. However you only need to change the A record for the domain and its www. subdomain to point elsewhere, the email accounts are handled by the MX record and can remain where they are.
