I agree, but I decided to pay that price, because:

a) I want to keep the numbering of questions stable, so we can refer to them
from outside the document and the references stay valid, even if the FAQ
changes, the question gets moved around etc.

b) That is exactly why I didn't use section headers for the questions. I tried
it and the auto generated TOC is ugly and useless in its present style.

c) I find it very awkward to format a question that is longer than a line as a
section header because you have to have a very long underline as well or
otherwise you will get a warning message in your page:

System Message: WARNING/2 (<string>, line ??)

Title underline too short.

Or maybe we have to think about reverting to wiki syntax for the FAQ.

I'm open to other, better solutions.
