That's odd.
"easy_install PIL" should work.

If for some reason it doesn't, you can easy_install the installation exe
file (windows):
easy_install http://effbot.org/downloads/PIL-1.1.6.win32-py2.4.exe

or, if you already downloaded it:
easy_install c:\path\to\PIL-1.1.6.win32-py2.4.exe
