A new upstream version (may it be turbogears or one of the used modules)
should be included in gutsy before August 16th.
But it's not impossible to get it also included after that date. If you
have a good reason (like makes turbogears useable on gutsy :) you may
get an exception. Your chance to get such exception depends on the size
of the changes (smaller is better), the time till the release and the
component (universe is easier than main).

Bug fixes and patches are still allowed after August 16th till short
before release. Packages in universe are easier to fix than packages in
main.
