My humble opinion is that the App Engine is good for Turbogears, Django, and the Python community in general. Google will be able to lure lots of developers into learning some Python, and armed with that knowledge they can't help but look around at what else it out there.
The other thing is that anyone who has learned something about web application frameworks by using Turbogears will now be in a good position to jump into App Engine if they want.
